Earthquakes

Richard Luckett, a seismologist from the British Geological Survey, said there has not been a spike in global seismic activity.

I have to ask: What else needs to happen to consider a spike in global seismic activity? Should England shift 10 feet on another earthquake, should another big city be devastated? 2 more Chiles, 1 more Haiti, and then we will acknowledge a spike?
